A blouse is just a different name for a woman's shirt.
Quite old fashioned I think.
I call all my "blouses" shirts .

The difference is a subtle one, a blouse tends to be made from a sheer fabric (viscose, silk etc) and has a more flowing cut and softer look. Shirts are more structured, having a collar and cuffs, they tend to be made from cotton or a cotton mix.

I think womens shirts all have collars, blouses are more fashionable widely differing styles/materials - hence they can also be more frumpy
