When I reported that I have issued the Tsunami warning 2 hours before its occurrence to our president and asked him to initiate investigation on my claim,. he redirected my request to our National institute of ocean technology. They simply returned the mail back and said that they are not connected with the method I adopted to issue the Tsunami warning. Our oceanographer knows only how to spend our money.

Here a couple of links detailing what an oceanographer's duties would be. They should provide some insight into what problems they have to solve.

To answer rather obviously: Problems in, from or of the oceans.
There are so many things that fall into that category I couldn't even begin to list them.
