you can report abuse if a persons question or answer was offensive, racist, inappropriate etc. Your watchlist is a place that you can "watch questions", it will will basically tell you when the answer has been chosem.....even if yours isnt best

If someone gives a bad answer or asks a bad question, you press this button and write to Yahoo to tell them why it is bad.
Answers and questions with swear words, curses or racist remarks, or simply stupid answers, that have nothing to do with the question (for example: Thank you for the 2 points) can be reported.

It means you can report answers that abuse the Yahoo code of practice.

Your watch list is a list of questions that you wish to keep an eye on.

that means that if someone has violated community guidelines that you can report them for it

watchlist means if you want to keep track of a certain question add it to your watchlist.
