doesnt sound right to me..i prefer "My hands are quite unclean as I was repairing the car all morning,"

i suppose it doesnt matter if its being used as a conversation with ""

sounds fine to me, but i prefer my structure.

The first sentence is in the simple present tense. The second sentence is in the past continuous tense although the tense required is the SimplePast Tense.
The continuos tense refers to some incomeplete acton, and that is not the notion here.

We use the simple past tense for direct action, e.g. :
I played cricket. He bought a car. I washed my hands some time back.
Thus, the correct sentence will be:
I just washed my hands, or I washed my hands some time back.

I would say "My hands are quite dirty. I was repairing the car all morning". Dirty instead of unclean and Actually is superfluous.

you are saying, "my hands are unclean", ie, even now your hands are unclean because of what you were doing all morning. it doesn't sound ok to me.

i think, it would be ok if you say, "my hands are unclean, i am repairing the car" or "my hands were unclean, i was repairing the car all morning"

Yes, it is correctly used. You need a comma after actually in that sentence though.

Was is a singular verb. You would use WAS with a single name or with the pronouns I, he, she, and it. Therefore, was repairing is correct.
The verb tense for WAS REPAIRING is past progressive.
