Hi - I think you are asking the wrong question.
The question should be "How can we as a generation help the elderly?"
And that is simple. WE need to go back to basics when it was considered NORMAL to look after our family as they age. With that came bigger families, less poverty and drain on the system. More love and understanding with the gerations and the community.
I am Australian and proud. I will look after my parents when they age and need me to and I hope I will teach my children the same values. My parents looked after their parents as theirs did before them.
This is a gift..... It is sad that it is overlooked by our generation.

Depends on which country we're talking about. In many developed countries, elderly are already well taken care of, and the brunt of social injustice is born by the under-25 crowd. Youth unemployment in many European countries, for example, is above 20%...

Let's clarify.
Should each country use force to take money from its young people and redistribute it to its old people. NO. You have just created a situation that rewards people for not preparing for their older years. The result is more poor old people completely helpless and dependent on government. That does not help anyone.
If Behavior A is rewarded with "government money", you will get more of Behavior A. EVERY TIME.
You will only end up with government lies, pandering politicians and out of control costs. Let me give you a beautiful example:
-----
In 1936, the federal government published an informational pamphlet on Social Security. It stated:
"…and finally, beginning in 1949, 12 years from now, you and your employer will each pay 3 cents on each dollar you earn, up to $3,000 a year. That is the most you will ever pay."
http://www.ssa.gov/history/ssn/ssb36.html
-----
That multi-trillion dollar lie was told to help elderly people. Now we have a mess on our hands and young people will have to fork over even more cash to bail ourselves out of it. Liberty and equality, I think not.
