Was Bush using the CIA as a scapegoat to cover his fraudulent assertions that there was a need to invade Iraq? Of course he was. Making up scapegoats is a pivotal strategy for this administration.
When 9/11 occurred, the reason it transpired, according to Bush’s cohorts, was the result of Clinton’s blunder. Little do they acknowledge that all the information they have on Al Qaeda right now, concerning their location, modus operandi, and hierarchy are derived from intelligence amassed under Clinton’s watch and policies, not to mention that they (the Bush administration) did not apportion out any significant resources towards counter terrorist efforts once they took office, and in fact relegated the pursuit of Osama Bin Laden and the monitoring of terrorist movements to a triviality until 9/11 occurred. Essentially they dismissed the large body of counterterrorism intelligence garnered under the Clinton administration for the 1st 9 months they were in office, thus they were guilty of negligence in the attacks of 9/11.
When the economy is in dire straits they blame forces outside of their control, and when it is on the upswing they arrogate to themselves credit for making it happen. When gas prices are on the rise, they state that the President can do nothing about it, and that it is completely controlled by OPEC, but when oil prices plummet; it is the result of Presidential intervention.
The truth is if you remove the practice of creating scapegoats and their penchant for creating other less severe diversions, there is almost no substance to the Bush administration’s stratagem or policy making.

Interesting how all of the countries that did not support the invasion of Iraq had there hand in Iraq's oil barrels. France, Russia, and the Chinese were selling weapons technology.. Even the U>n had there hands in Iraq's oil barrels.

There is much behind this war machine, more on the political level than the monetary, and it changes a lot of what information is readily accessible to the population and what is not.
Maybe our intellegence is wrong about North Korea too. I mean, maybe they just released radioactive material into the atmosphere to freak us out.
