What’s the movie with the dude with the tacs in his mouth and he goes to this old lady and she tells him to attack these people and he starts to think about it and he throws a tac into the war and defeats them all. I believe his name is Tac.It’s animated. And there is also a guy who keeps trying to steal 3 golden balls. There is one part where he gets in the middle of men playing cricket and no matter where he goes the ball is always following him.

I know exactly what movie you are talking about. The bad guy was Vincent Price and the good guy was Matthew Broderick, and I believe it was called "The Princess and the Cobbler" or something like that.
