There are some French speakers, but I don't think there is a specific Francophone area (like there is for German). You can find them using the Search function in world, sort of like google.
Also, remember that SL is not an English only environment. Yes, most residents speak English, but if you don't, so what? Have fun anyway. In fact, you might even refuse to speak English just to have fun with people.

Yes.. but you can not enter or even visit there unless you speak French fluently
