There may be many reasons to it. If you have a licensed version of windows, and if you have not done already, then run windows update, or set autoupdate feature in control panel > security center > automatic update ON. It may solve the problem.
Or alternatively download firefox browser for windows.

IE7 is the Beta (Test) version of Internet Explorer and still has its faults. Why bother with it? Download Mozilla Firefox instead and have faster trouble free browsing. Once you have it running, have a look at a few Themes, I would recommend macfox 1.1.5 for an even better appearance.

i recommend uninstalling ie 7 and not trying to reinstall. if you like the tabs get the new yahoo toolbar it is everything ie7 is without the problems. ie7 has problems that have not been revealed to the public yet.

I also encountered the same problem few days before...
Thats because some dlls may have changed when you had installet or uninstalled some internet related application recently....
this gets solved when you uninstall and re-install IE.

Its likely a plug-in or java script is interfering with it.
Claer our your system and IE temp directories, that would be my first start
