Votes! If they don't commit (completely) they can skirt the issue and people on either side of a particular issue can be convinced that the candidate will vote their way. It is easier than telling you and out and out lie and trying to retract it later --when they eventually get called on it.

Do you mean the minority groups with all the money who fund their election campaigns and line their pockets or those that don't bother to vote?

moreover they feel that the miniorities become wild very fast

My guess is that its because they truly do not know who their constituents are, therefore they are hesitant to speak out.
