I mean proper bath, not using cotton wool.

When my boy was newborn, I gave him a bath twice a week, then every other day around 4 months. But, now that he is crawling and eating solids! (Very Messy), I give him a bath every night before bed (He's 10 1/2 months). I just make sure I lather him up with cream after his bath. Not to mention he loves his bath!!! (I keep it to 10 mins max though, not to good for them to be in the soapy water for too long).

I give my 8 month old twins a full bath 1 or 2 times a week other than that I just wash them off with a soft warm cloth epically in all the little crevices under their necks, hands, face and bottoms. Since they are not crawling yet they do not get dirty and a daily bath would dry their skin out. I also give them a bath if we have been out and about during the day never know what kind of germs they could have picked up on their skin.

You really should be able to bathe the baby as often as you normally would, in spite of the weather. There should be at least one room in your house that is warm enough to bathe the baby in. If not the bathroom then maybe the kitchen.
Honestly tho, depending on how old your baby is they probably do not need an all over bath as often as you think. If you keep their face and the little creases around their neck clean when they are done eating, and you keep their diaper area clean, wash their little hands.....they are as clean as they need to be. If you are doing these things once or twice a week is plenty for a full bath.

I bathe my son every other day. I give him a sponge bath on the opposite days or at least get his face, neck and hands. The weather is not an issue with us either. Our house stays really warm and if it didn't I would make sure to crank it up before bath time. I use baby lotion on him every day to keep his skin from getting dry and I just ordered a cool mist humidifier, which also helps with the dryness during the winter months.

Twice a week for a full bath is fine--a face-cloth with baby bath or shampoo (not much) is sufficient for her head and bottom as needed in between baths.

If baby has two parents, it is a good idea to hand her to one of them while the mom/dad is in the shower. The showerer can clean the baby quickly, and mom can be standing by with a warm towel.

I do it every other night. I know a lot of people here say a bath is normal routine every night, but I think it's too much so young. Unless it's during the summer, when my child was out playing and getting more dirty, then I would give one when needed, even if it was nightly. But now, I stick with every other night, like I said, unless more dirty than usual or something.

Typically she gets bathed every other day if shes been very messy. Her skin dries out very easily so on the off days we just wipe her down with a baby wipe. In the summer months she was bathed daily.

She is 22 months.

I still bathed my newborn children during the winter months daily as long as the home is warm they will be ok and i toped and tailed in the mornings with cotton wool, its your preference

Every other day should be plenty unless your baby has a really messy diaper like mine did the other day. You should be fine with just wiping her face, neck and hands the rest of the time. The cold winter air could dry out her skin even if you slather on the baby lotion.

If it is not sufficiently warm where you bathe the baby, get a wash basin of warm water and give him a "spit" bath--means you don't immerse the child in water. You can also rub him or her with baby oil after the bath to keep skin soft in wintertime.
