If you do not sign a lease you have an implicit month-to-month lease and after giving you proper (usually 30 days) notice, can terminate that implied lease. This is not eviction and does not require a court order. So, in a way he can force you to sign the lease assuming you want to live there still. If you live in a rent controlled area there may be a maximum amount he can raise the rent, but most places are not rent controlled and there is no limit.

If you are already living in the property, and don't currently have a lease, the landlord would need to follow local laws to evict you. In some countries, you might be considered a 'sitting tenant' and in absence of an actual lease, may have the right of abode. In those cases, signing a lease may actually weaken your standing in law.

If you sign a lease the landlord cant raise your rent for the duration of the lease but when it expires he can raise the rent.

You really need to question your local County Legal Services agency, but in most of the world, a landlord is in control. If you refuse to sign a lease, you can be evicted.

Yes but its different depending on each state. I use to live in a two bedroom apartment and after two years my landlord made me sign a lease, doubling the costs of living there.

You can always buy if you don't want to sign a lease. But even then you will have legal documents to sign. That's part of being an adult. Get used to it.

A lease is a contract, and is perfectly legal. You can refuse, and find somewhere else to live.
