They could be used for target practice by the police armed response squads, the armed forces, and anybody that has a gun licence...
This could then be used as a deterrent...

Not every prisoner in a facility where a riot is taking place is at fault or is even participating....and some that are involved are involved because of fear of the consequences from other inmates if they don't participate in some way, so no. Your proposal is a rather bad and unfair hypothetical solution.
