It depends on the type of failure and where it occurred.
If it occurred in your ISP's network, then they need to fix it. If it occurred in your LAN, then you need to fix it.
The first thing to try, assuming you're using Windows XP, is to go to Control Panel > Network Connections, right-click on the connection of interest, and select "Repair." Windows will attempt to clear any errors, including DHCP ones.
If that doesn't work, and you think it's in your local network, turn everything (routers, computers, etc) off and back on again.
If that doesn't work, the problem might be with your ISP. Wait a day or so and see if things get better. If not, call them for support.

We'll need more information on what is going on. Are you on a Windows or other business network? Or is this a single machine hooked to a broadband modem or router?
