Which Police Forces In The World are not routinely Armed with Firearms?

About the largest police force I can think of that isn't routinely armed would be the British police. I believe the most they're allowed to carry is a baton. If an incident comes up, I think they then have a british version of SWAT come out.

Well the ones that arent "supposed" to have firearms are the arab or palestinean ones!
