I suppose if you are in an office building where they have many lines coming in.. you would, in that case, have to dial "9" to get an outside line

Depend on were you are, there reverse charge to call home there 9 or 0 for places that use internal landlines or use a phone box

Oh yes, you will need to press 9 to get an outside line. Or if that will be long distance you will need to press an 8 then area code.
