Why did Blunkett order prison chiefs to machine gun prisoners during a prison riot? Is he mad ?

Mr Blunkett,known to get a little "hysterical" when under pressure,ordered the Governor to "machine gun the prisoners" and get control of the prison back. I do think, Mr Blunkett has a "little" mental problem.
