Can anyone carry out the test, or does it have to be a professional?

Blocks of Flats with over 4 Floors are usually under a Contract with the Local Fire Brigade.
They usually do an Alarm Test plus check all Fire Escapes to make sure they are Clear of Rubbish and also checking for Old Furniture that has been left outside Fire Exit Doors blocking them.
Call into your Local Fire Station if you are worried.

Legally, at least in our state, a professional must test fire alarms that are required. This may be a Firefighter or a licensed alarm company. Check with your local authorties.

call the fire department to come and check it cos they even carry out inspection sometime and anything that will aid them in there line of job is most apprreciated so call them and they might even help you instual it and then you just check it 3every now and then to see if the battery is ok.
