It depends - If you have been driving for over 5 years then you can hire one (ie if you passed your test when you were 17 then you can hire one at 22)

Som places have lower limits of 23 and 25 though

25 and with a clean licence. Check with the hire company.

Are you referring to Max Limit, I don`t think there is one aslong as you have a valid driving licence. Your licence expires at the age of 65 and this has to be renewed a re-test I think.
