it's a bit beyong our current technological capability, or at least it would draw too much on the Earth's resources (including financial). But in theory, sure it's doable.
We'd put it much closer to Earth than the existing Moon (say 1'000 kilometers instead of 380'000), so we could afford to have it made much smaller (say about 6 miles / 9 kilometers across). And since it would be so much closer, it would orbit faster, which has its good and bad sides (comes and goes instead of hanging up there in the sky).
I do like the idea a lot ;-)

I saw the International Space Station pass over last night, and it was VERY bright with its new solar panel. Not as bright as the Moon but far brighter than any star. Does that count?

I think it is possible,but not right now because creating this massive object we need great man power and a huge SPACE..................as far as manmade planets r concerned it is impossible.............sorry for any disappointment

you could make a giant balloon while in space but what would you blow it up with would be a shame to waist that air.
how about a giant Styrofoam hollow moon and people can live inside.
