First of all, your question starts off in a wrong way. Arab men can and can not have 4 wives, depends on their religion. There are arab muslims, arab christians, arab jews, you name it. I will assume you are refering to Arab Muslims in my answer;
The answer is YES, wife can belong to any country, race etc but she has to belong to either; Islam, Christianity or Judaism. A muslim man can not marry outside the 3 above mentioned religions.

It is possible for Muslim men to have 4 wives. Arab men can be of all religions, and Muslim men can be of all origins. Muslim men can marry a women of any religion, and in Islam there are no restrictions against origin. Men and women can marry another from any origin, the only restriction, is that women can only marry Muslims. Of course there are guidelines here too. A man should not marry more that one woman if he cannot treat them equally, if he can not, then he should not, and the Quran clearly states that treating all fairly is difficult.

Sure is. An Arab can take 4 wives of any race, as long as the woman he is marrying converts to Islam first.
As per the original norms, the man was supposed to take only his first wife by choice. wives 2,3 & 4 were supposed to be socia causes like a widow, divorcee or a destitute. However the guys today modify the rule to suit their own libido
