Well it depends. If youre looking for livestream anime. You can go for Youtube. Or sites like toonamijetstream.com or adultswim.com. But if its episodes you want to get to play on players. Then you most likely want to get fansubs. There are alot of sites that host torrent files of animes. The site i count on for that would be animeyume.org. If the site hosts the usual dead torrents. Then there is a section on where you can go to sysreset and DL episodes directly from their channels.

What do you mean, to download or to watch?
If you mean to watch, YouTube. That pretty much is hands down.
But you have several choices if you want to download it. You can choose to direct download them, you can try Bittorrent, and there's the IRC channel. All of these are free.
If you want sites, then you have to supply some examples of anime you want to download, because different sites host different anime.
