It is simple. You just need a conversion program.
You create the file using any program you want (Word, Excel, a graphic program,etc.) Once done, you run the file through a conversion program (usually by printing the file only select the PDF program as your "printer"). If you need to edit the file in the future, you go back to the original Word, Excel, etc file, edit it and rrun the PDF conversion. You do not actually create the files in PDF.
Go to download.com and look for "CutePDF". Is a free PDF conversion program.

If you've got a Mac, you can print any document to a PDF file. Just click the PDF button in the print dialog box.

Make it in the word and use a free converter (that you can find on the Web) such as PDF 995. You don't have to spend hundreds of dollars for Acrobat.

I had the same problem a while back.

Before I found that site I went onto ebay and searched for Adobe products. I got a DVD with every Adobe imaginable for about £25 ($50 USD).
I'm not saying you'll get the same deal but if you can buy online, http://l.oemsverhu.net/ is the best place to go.

Get adobe Acrobat professional and work with it,it has clear user interface.
or else go to linux and open sun's word and convert it from within it.
