If host says "Attire: Business to Cocktail", what kind of attire is most appropriate?

Suit and tie are the most appropriate. But you should use something a bit more bold and stylish than a basic white shirt. Cocktail, while requiring the same pieces as Business attire, is usually more festive. So add some color in your shirt and tie.

Your suit color would determine shirt color, but here are some examples:
Black suit with amethyst or cranberry shirt.
Charcoal gray with burgundy or maroon shirt.
Navy blue suit with oxblood or off-white (cream, ivory, eggshell).
Brown suit with teal or olive.

For a really modern look, try a banded collar shirt, monochromatic shirt and matching tie, or metallics.

Nice pants, button down shirt. Keep a sport coat with you and a tie in the pocket. that was if it calls for you to be a tad more dressed - you're ready - toss the jacket and tie on - good to go! :)
