It's a movie I saw 7 or 8 years ago - one of those cheesy slasher movies.
Ok, this is vague and sounds strange, but here goes:
I can only really remember one scene - there are a bunch of people buried in the ground just up to their necks. All their heads are sticking out above the ground. I believe they are all still alive. The scene is at night and I think they are buried out on a ranch (or some other remote location).

I think you've already got the two possible answers. The first film I thought of when I read it was "Creepshow," but that's just two people buried up to their necks at a beach as the tide comes in (the segment with Ted Danson and Leslie Neilsen).
But, I seem to recall that "Motel Hell" featured a scene with a lot more people buried in the ground...kind of like crops.

there was a scene like that in creep show, a newly wed couple was buried up t otheir necks on a beach and were forced to watch as teh tide came in, and would eventualy drown them. as they look around the see several skulls, and rotting heads in the ground.

There is a scene like that in one of the stories from the movie Creepshow. I can't think of the title but its like the third story in the movie
