When I shut down my computer (Windows XP) it stays on the blue screen and never shuts down?

Try Ctrl, Alt, Delete keys which will bring up your Windows Task Manager. Under Processes you can see what is still running or tying up CPU ( anything >00). You can select it and hit End Process to stop that process.
