There is a "box" in between the minimize and the close buttons in the upper right hand corner of each window. Tic on that "box" and the window will expand to full size. Or, if you have your "status bar" showing (Uppermost menu bar in IE, tic "View", tic "Status Bar"), look in the lower right corner there is an "stepped arrow" pointing toward the lower right corner, click and drag until you reach the desired window size. Go to the control panel, folder options, tic the "view" tab and toward the bottom of the checklist is a option "remember each folders view setting" make sure that there is a check-mark there. The windows should come up the same size that you set them each time after that.

it has something to do with your settings from windows about remembering your last window open.
