If you have Microsoft Office installed you can do it with the Word tools. Another way is to have a photo program that does it. Get the free "Picassa 2" program by downloading it from Google.

Windows has an in-built program called PAINT. It's usually located in the ACCESSORIES Menu within the PROGRAMS Menu. Open this PAINT program, then from within it open your Bitmap image (Open File,...), and then go to the File Menu and choose SAVE AS. In the dialog box that opens, look at the bottom. You should find the text "Save As Type", next to which you would normally find the text "24-bit Bitmap (*.bmp, *.dib)" and next to which you would see an down arrow. Click that arrow and you will see a whole list of TYPES. One of the types is the .JPG type. Click on that and then hit enter and you are done (unless you want to change the name of the file too, in which case don't hit the enter button yet, but change the name of the file, and then hit the enter button, and you will be done).

This is the easiest way (No additional software required!!)
goto: Start>programs>accessories> paint
open the file you want to convert in the program called "paint"
Now in the program goto: file>save> and choose the filetype extension as *.jpg which is in a drop down box just below the "filename" box.
Regards

Pull up your picture program like MS Picture It or some of the other programs for working with pictures, whatever you have and bring that picture up. You can then save it as a jpg. I do it all the time and I do not have a problem with quality.
Good luck.

Use the windows paint program. If the images are not as good as you want them to be then save them in png(PNG) format. It is a higher resolution format.Gives a better result than a jpg.
