people of india are not having time to deposit their bills like telephone,electriciti,water bills

I am not comprehending your "Q?", I am guessing , still I will try to answer it.
Most such companies have their own "Billing Department".
They send you the bills for the use and you must pay, if not they simply disconnect the services.
They are governed by laws and they have to follow them. As for cold areas a gas or electric Co., cannot disconnect the client during cold months.
After disconnecting they still will try to collect from you, if they cannot then they turn the account over to "A Billing and Collection Co".
They then start billing you and can take legal action against you if it is possible.

I am not sure whether you are asking a question or making a statement. I used to suffer from the same problem of not being able to deposit my bills on time.
However I signed up for Bill Desk services and voila! All my bills are paid on time and I have to just manage my account online!
However, I do agree on one point! BSES should not have sold out its stake to a company like Reliance!
