A half wall is easy, use 2X4's, cut a top and bottom plate the desired length of your wall. Measure your desired height and cut studs that length minus the height of the top and bottom plates (ie 4 ft wall 48" - 1-5/8" x 2 each plate = 44-3/4". Nail/screw the studs no more than 16" apart so you can dry-wall over them later and know where to put your screws in. One stud for each end of your wall flush. I would recommend using screws instead of nails since you will only be tying into the wall and floor for support. If you prefer nails, cut braces to go half way up your half-wall in between the studs to give added strength. Make sure you square the wall up before you nail/screw it together. Measure corner to corner on a diagonal from each direction and make sure the measurements are the same. The only thing left is to secure it to the wall and floor again using screws. You must have something secure to brace the wall up against and may need to open up the adjoining wall to make sure you can tie into something solid (ie an existing stud, or two with braces in between. You'll need something to drywall up against anyway and may need the bracing. Drywall, mud and paint. Done

just go as if you are building a full wall and stop half way
there are many easier alternatives
like 1.2 meter bamboo with a plank on top as a shelf
or drywall on frame of poles also with a shelf on tpo
or a double brick wall with a concrete shelf finished of with tiles
so that it becomes a counter
which could also be made with a nice thick varnished plank
hundreds of ideas for half walls
you can also use thes open ornamental pentagon blocks (they come in cement or in pottery)also with a concrete shelve that is see through or becomes a wine rack at the same time
which you paint
or a wooden wall which you can finish off with a split bamboo facing ,again with a shelf on top
etc etc

Chris is correct except on the open end of the wall you need to open the floor from below. Extend a post and secure to the joist or the wall will eventually wobble.
