Because in America no-one wants to tell a young person they've failed. It's all about encouraging them and wrapping things up nicely so that they don't feel bad about themselves. BUT if people can admit to being wrong or failing at some things without feeling destroyed (As English people used to be able to, before Murdoch got to them!) they will be strengthened and more able to succeed at things in the future. People who feel inferior have a lot of difficulty in accepting criticism, whereas people who feel they are basically OK can accept that they are not perfect. Someone once said to me "I can't stand criticism. It's not right" She was clearly a person who had a lot of problems and had been unwanted in her early life, so it was easy to see where most of her difficulty came from but it was also cultural.
You need to have a society where people can take criticism, then you will have a society where people will also be able to praise each other fully!
The statistics are unknown to me. I haven't heard any comment about them.

A lot of schools are afraid to fail them, because of what parents may do. My aunt was a third grade teacher, and failed a child. She said she knew that child should be held back, because he simply wasn't ready for fourth grade, and needed the extra year to develop properly and understand the material. She had never failed a child before in all her years of teaching, and she knew she was doing was the best thing for the child. The parents got irate, and sued both her and the school. When the school caved in and forced her to pass the child, she retired.

Or spell, for that matter. Check out some of the questions posted on this site by some of these teeny boppers. They can't even communicate properly. When I graduated high school, you had to atleast know the basics. Nowadays, they just push you out the door in order to make room for the next batch of dummies who are knockin' on it.

i have a friend he is a smart, sophisticated and extremely funny guy but he can't WRITE for s.h.i.t he can't spell normally. i saw his resume and he even spelled wednesday wrong. he spelled it WENSDAY. lol he can't spell for s.h.i.t i always wondered how he past the writing exams and reading because he pronounces the words wrong he was born in the US btw. he is not retarded just not good at spelling and he is already a college graduate. but i wondered how he got through highschool and college and not being able to spell correctly.
