Think about what happened a hundred years ago to children with disabilities: Before there was "special education" kids which special needs or disabilities were sent to institutions which basically warehoused them, like a prison.
Families were embarrassed to admit they had kids like that and sometimes they kept them locked up in their homes. People thought they were "possessed" by the devil.
The relevance is we need to see all children as capable and contributing to society. I have seen young people with severe disabilities tell time, count money, budget, show up for work,stay on the job for years,never call in sick, punch a time clock,take public transportation home and live independently!. Most business owners would die to have an employee like that! Many non-disabled persons can't even do that!
No education system is perfect, but parents, teachers and concerned others all are trying to educate society to accept and believe in all persons ,despite their differences.

relevance of special education is to help the special needs children climb up the developmental milestone ladder and progress towards reaching the age appropriate milestones or to reach the specific goals set for each children.
special education is different as kids in such setting receives more or special attention from other regular school settings.
therapist or speech pathologist or speical trained instructors.are involved in special education as compared to other regualr settings.

Special education encompases any child who has needs that require addtional services. Often, when we hear the term special ed, we think of children who rode the "short" bus to school and yes, these kids are part of the special education programs for the local school district. But special ed is not just the kids who need to be in specialized placement or the kids who have the dedicated aides sitting beside them in class. Special ed encompasses everything from children with severe learning and physical handicaps, to kids who need adaptive tech to complete thier class work, to kids who go see the speech therapist twice a week to kids who are in talented and gifted programs. All of these children would fall into the special education umbrella as thier needs can not be met in the typical public school classroom exclusively.
As for the relevance of special ed, wihout it nearly one quarter of the students in the country would not be given the chance to learn in the best enviroments, to the best of thier abiities. Children would be placed in regualr classrooms where the teachers would be forced to adapt without the help of outside specialists or addtional help. Children with severe special needs would most likely just be left on their own in the back of the class since they would be unable to participate without help or tech support, Kids with problems in math or reading would continue o slip, and left to feel like failures. Gifted kids would be forced to occupy themselves when they accomplished the lesson plan ahead of time, becoming bored and very likely disallusioned with education. Special education gives us children ready to take their place in society..weather that place be at MIT or McDonalds.
