Carbon Monoxide is a byproduct of burning and presumably any decrease in levels would seem to possibly be a result of improvements in air quality brought about through environmental efforts.

A decrease in Carbon Monoxide levels would be a good thing, as CO has little benefit to living organisms in either the animal or plant kingdoms.
