Example: I am partial to the color blue since it reminds me of the ocean.

If you partial to something, you're keen on it. You like it.
For instance:
I'am partial to cheesecake.
Which is a bit odd because a dictionary quotes:
biased
prejudiced
unfair
narrow-minded
one-sided
inequitable
So I guess it's a bit more than keen on somethoing.

I'm one-sided about cheesecake, doesn't have quite the same ring to it.

To have a leaning toward or preference for it. As in, "I'm partial to Indian food."

I think it means you are very partial to something , well that's what it says in the dictionary.
