You like something better.
Example: I am partial to the color blue since it reminds me of the ocean.

If you partial to something, you're keen on it. You like it.
For instance:
I'am partial to cheesecake.
Which is a bit odd because a dictionary quotes:
biased
prejudiced
unfair
narrow-minded
one-sided
inequitable
So I guess it's a bit more than keen on somethoing.
I'm one-sided about cheesecake, doesn't have quite the same ring to it.

Actually.. there are four different and really distinctly different meanings for this word.. they are:
Of, pertaining to, or affecting, a part only; not general or universal; not total or entire; as, a partial eclipse of the moon.
--------------------------------------------------------------------------------
Inclined to favor one party in a cause, or one side of a question, more then the other; baised; not indifferent; as, a judge should not be partial.
--------------------------------------------------------------------------------
Having a predelection for; inclined to favor unreasonably; foolishly fond.
--------------------------------------------------------------------------------
Pertaining to a subordinate portion; as, a compound umbel is made up of a several partial umbels; a leaflet is often supported by a partial petiole.
