I'm looking to burn a shirt i bought for halloween (it's a michigan shirt, who i loathe), but i dont want to set my apartment on fire. i guess i'm going to have to do it on the sidewalk near my place. any tips?

Get some Rubbing Alcohol and Water. Put 1/2 cup of water and 1/2 a cup of alcohol and mix together (this does not add to a total of one cup though, weird chemistry).
Pour the solution over the entire shirt. Then pour more rubbing alcohol on the areas that you want to be burnt.

Find a large open area away from buildings. Use a large metal can. take along a skewer, a hot dog and a bun. Just in case the local Peace officer wants to know what your up to!!
