I really don't understand this situation. As a guy, you walk pass this HOT girl and you seem to be staring at her, but you really are just looking at her. So, girls, WHY do you show ANGER when a guy looks at your exposed-body, for example, your HOT LEGS, your belly and sexy outlook? :S

Because perhaps they are doing it for themselves, not for you. And also, they might be dressing for their significant other, not you, and so your staring is not appreciated.
I am a guy, and like any guy I love to look at a woman, but an appreciative glance will never upset someone, if you make it a point to follow her with your eyes, leer, or even turn around to get a second look, that is just plain rude and uncalled for.
So perhaps you need to see what your are doing, you might just be doing more than you think or admit you are doing..

Plain and simple it is rude to stare. It is one thing to look for 5 seconds and another to stare for 5 minutes. I am sure if you saw a midget walking down the street you wouldn't just look at them, you would stare. And that person could be fully clothed. but i am sure you would still stare.

Honestly it doesn't make sense. They will say they dress like that because it's comfortable or it makes them feel good about themselves knowing they can look sexy. Yet, despite looking sexy (what's they point of looking sexy if you don't want to be looked at?) they complain that guys want to look at their sexiness. It's a classic example of women not really knowing what they want.

Thats a good question, I try not to stare, but if it looks good let the eyes feast. A women should not be offended, just as long as the guy isn't drouling and galking over her.

I have a conjecture; they really do this as competition with other girls; not for the boys to examine. And when the boys do take a peek, they get angry because they were not doing it for them, in the first place.
Girls are very competitive in dress and fashion.
