absolutely but you have to be able to support your speech with fact and research and make sure that its something that you really are knowledgeable about..your speech will never be convincing unless you yourself understand your speech and are able to answer questions with confidence..and if your are doing a speech in favor of something you will never sell it unless you are truly passionate about your topic..you can get a speech topic from anywhere but you need to be knowledgeable to make it work for you

Yes. If you think it is interesting and you can find substantial additional information to talk about that was not mentioned in the talk show it is very appropriate. You must do your own work though, and not just parrot the show.
