I think George is funnier. His charachter is truer to real life. Kramer is too over the top most of the time.

Kramer gets the nod. He is "off the wall" with his ideas. Which he truly believes will work! Then when his idea fizzles out, and the person who followed his advice his getting busted over it...Kramer has the audacity to tell him "he should know better."
George is more of a 'sap' some one who needs the advice to get him to do things. He also is whiny. If George isn't given an idea to work with, he would just whine. Not too funny. But when George goes with someones idea (hair restore cream) he makes it funny.
Again, Kramer gets the nod, since he comes up with the original idea....which often time is hair-brained.

I'll start by saying I was a huge SEINFELD fan years ago when it was new, and that recently I started watching a late-night block of sitcom reruns to wind down before sleep. The block is as follows: WILL & GRACE, SEX AND THE CITY (sanitized for broadcast TV), SEINFELD, CHEERS, and FRASIER. Much to my surprise, the shows that have held up best (in my humble opinion) are WILL & GRACE and FRASIER. SEINFELD now strikes me as just OK, and no one is more surprised than me--I loved that show, and would rearrange schedules to watch it. BUT, regarding your specific question, I still find George Costanza funnier than the Kramer character, though I think both of the actors are very talented performers.

George - has a witty sense of humor
Kramer - physical comedy, and his funniness come his big gestures, kultizness.
Personally both were funny. I love when George gets angry about something, becuase he the look in his eye, about something really silly.
