Polysaccharides are one particular type of organic polymer. Some obsolete plastics were polysaccharide based, e.g. celluloid. Modern plastics use a variety of monomers as their bases, usually synthesised from mineral oil.

i'm pretty sure plastics are inorganic polymers and polysaccharides are organic polymers. the difference is just the base material/ the monomer.

Well, for one, organic polymers are a lot easier to spell than polysaccharides.
