Well, I, uh, have a little experience in this area. A hint - get used to rejection - it comes with being a guy.
Give her time to wake up, if it's in the morning. If you're asking her at school you might wait until she's had lunch. Most schoolgirls are insecure, to say the least. If she's beautiful she's, no doubt, more insecure than you.
While you don't want to seem too interested you might talk to her. saying something like after preliminary hellos, "I was thinking about [insert a day a few days in the future} and my my mind just thought o' you. Would you like to [insert an interesting activity she might like] do it too?"
I'm sure you're creative and horny enough to fill in the, uh, 'blanks'.

First, find out what the person is interested in. see if there is anyhting the both of you are interested in. then invite them to go with you. Rejection is a possibility. so for your sake, don't ask when others might see you. the person may want to say yes, but says no just out of being embarassed about being asked. Don't put them in a position to be embarassed. You'll do just fine. If you get a "no", don't sweat it. you won't be the first, or the last to have received a "no".
