Yes... it is foreskin restoration but there is no sensetivity

No totally, but you can grow more skin and kind of do it.
Get yourself hard. Grab around the base with the thumb and pointer finger of one hand in a OK type grip. Do the same with the other hand just below your circumsion scar. Now pull your hands away from each other stretching the skin on your penis very tight. How long you hold and how often is up to you but do several times a day.

Some surgeon, for enough money, could probably figure out a way to do something like that. Don't expect like-new restoration. But if you're having problems and think your sex life would improve through this, forget it. So many people live satisfying lives without foreskins that I can't see it's worth the effort.

There are surgical options, none of them very nice.

The best way is using skin stretching exercises. This is the basis of most cosmetic reconstruction surgery. If you apply enough tension to skin, it will actually grow to relieve the tension. This is why women's breasts sag. Check the link...

No and why would you circumsized is best ,
cleaner ,looks better ,better sex and women prefer it
also does not get to smell bad
for a start.

First - why on earth would you want to do it? Yes it is possible, but it involves plastic surgery and is painful and expensive.

Even if it is medically possible, it would be outside of the ethical boundaries for surgeons.

And, I have to wonder, WHY WOULD YOU WANT TO?
