when is version 3.00 coming out for psp?

do u really need ps3 to download or is it like upgrading the same other version? Also what are the features of version 3.00

You will always be able to upgrade through the PSP system update. 3.0 is going to have maybe a update for the new GPS and Camera plus VoIP this nov 17 plus maybe something new since starting nov 17 u will be able to download movies and every PS1 game right from your PSP sweet thing.

when it comes out it will be on the playstation website the latest one they have is 2.81
