Who makes? Almost all (like in the 99% range?) are made overseas in Taiwan and China by companies like Guandong and Chen Moun. They're then exported and bought to sell in the US. It's a competitive, and very lucrative, business, but all the discs are pretty much the same., except for type and size.
Who sells the best? I stick with name brands, mostly Sony and Memorex because they have cool packaging!.
