No dumb comments!!! I know risks, I know how to take care of them.

I just want to know if they are legal or not in Oklahoma

Actually no they are not illegal everywhere just in some states and I am having trouble finding the laws for my state.

Some sting rays are born and raised in captivity and know no other life also these only grow to be up to 2 feet in length depending on the breed. The one I am interested in getting only grows to 1 foot in diameter and I will of course be purchasing a tank large enough for him to swim around. I have worked with stingrays in the past and know enough about them to take care of one. All I need to know is if they are illegal in Oklahoma or not

YOU should be illegal everywhere.
No, I'm just kidding, but really, are you sure you want such an animal as a pet...? Really, think about it, those poor bastards actually like to swim, they need huge areas, why would you want to keep it all penned up...?
Instead, (and I am SERIOUS about this) you should save a few bucks and do the following: there are places in Mexico where you can actually go swim with them I actually got the chance to do it, I just chased one around this HUGE inlet, saw barracudas and huge tuna too, but the stingray was awsome, I could swear it was playful, if it wanted to hurt me or kill me, it of course could have done so, instead it chose to swim around, get away, wait for me to catch up, and then swim again. Once it got tired, it just laid on the bottom of the ocean, about 7 or 8 metres down, and I got the message, you actually get the message with those bastards..... so I went down to it, looked at it reeeeeal close, let it hava a good look at me, and that was that, we said goodbye and each to his own, we went on with our lives.

I am willing to bet that the experience I just described has GOT to be better than keeping the poor thing all penned up.
