Try Oxyclean. I've used it a few times on pen stains where the pen exploded in the wash, went through the dryer, twice. Mix it with some water, make a paste, scrub it in, soak it, then rinse with warm water.

theres a reason its called permanent.
try bleach if ur purse is white
or get another permanent marker that has the same color as ur purse and color in the black spot

Use rubbing alcohol. Try pouring it through the spot, or dabbing the spot with a soaked cotton ball.

if the purse is leather you can probably use rubbing alcohol. if its fabric it just may run the color of the purse as well.

If it is fabric then ise shout gel. Also try a laundry pen. that should get it out
