I have two answers for you.

The first is probably the one you are looking for. The John Lennon song that has the lyric "Life is what happens to you/While you're busy making other plans" is called "Beautiful Boy (Darling Boy)" found in his 1982 album The John Lennon Collection.

The second answer I have is for the lyric as you wrote it: "Life is what happens when you're making plans" can be found in a Sheryl Crow song called "Diamond Road" from her C'mon C'mon album.

It's from John Lennon's song "Beautiful Boy (Darling Boy". It was from a CD circa 1980, but I don't know which one, but I do know that lyric is in that song.
