The cause of the Articles of Confederation was the need for an set of rules, to provide a framework within which the new nation count function as a whole rather than as 13 autonomous entities.

The effect was the inability of the nascent government to operate effectively, leading to the Constitutional Convention and a better set of rules.

I agree with the first responder, The cause of the A.o.C. was the Revolutionary War, the consequences of trying to make a confederation work, is not having it work at all.
Everyone was concerned about remaining independant, instead of realizing that they/we are all in the same boat.
