I live in Nova Scotia, Canada...we have a space in the backyard that stays wet until mid summer. Just looking to try a couple flowering perennials (appx. 2-3 ' tall) to add a little color. :)

Hardy perennials that thrive in wet areas, or at least tolerate them:
Bergenia
Ferns
Hosta
Siberian iris
Lupine (the wild variety - dig up a plant and bring it home)
Lychnis chalcedonica
Lysimachia
Spartina pectinata
Tradescantia

Good luck!

There are several plants that would do well.
Iris versicolor is one. It is an iris for the water.
There are also some Lobelia's that are adapted for the wetter areas. Depending upon how wet, there is a Liatris that does well also.

Ranunculus lingua 'Grandiflora' yellow flower
Sanguisorba obtusa pink flower
Trollius ledebouri flower orange
Hemerocallis Day Lily var. colors
Astilbe white, pink, red flower

These are some ideas. The best is to go to your local nursery and ask them what grows in your area.
