Can I turn free local calls into free long distance?

I have free local calls through my phone company. But they say I must still pay for long distance calls. Is there any way to dial a number and make it a local call?

No. I used to work for a long distance company so I know. Why aren't you just using a cell phone since most of them give you free long distance?
