For example if I live right on the edge of two time zones it must be really confusing.

If you look on some maps that shows time zones you will find that the time zone lines will zig zag down thru the US that is because some towns and cities that are close to time zones choose the time zone that works best for that town or community. what really has made things confusing some states have adopted to remain in permanant daylight savings time. Arizona and Indiana have done this

As far as I know the time zones go through the state borders .

they tend to zig-zag through less-populated areas to help avoid confusion.
